RGGI Passes and becomes law

  • Governor Ralph Northam, a Democrat, signed the Virginia Clean Economy Act into law in 2020.
  • The 2020 RGGI Act specifies that 45 percent of the proceeds will go to a fund to assist communities dealing with recurrent flooding and sea level rise, 50 percent will go to support low-income energy efficiency programs, and the remaining 5 percent will go to administrative expenses and carry out statewide climate change planning.
  • The 2020 RGGI Act requires Virginia to participate in RGGI through 2030.
